Leaders face the realities of life, see problems as challenges to solve and take action to find solutions which benefit the common good.  They do not sit on the sidelines, waiting for someone else to step forward.   With courage and confidence that improvements can be made, they form coalitions, listen and then make the tough decisions necessary to implement change.

As one of those leaders, I have spent a life time trying my best to make sure that every person reaches their full potential.  It is a joy to serve and to work with like minded people who are positive, creative and are looking for answers.

Our kids and schools are facing some difficult choices.   I will do my best to help both the students and teachers be the best they can be while being a good stewart of the tax dollars spent.

I invite you to read a brief summary below of some of my past Public Service.   These experiences have helped prepare me to represent you on the Kansas State Board of Education.  


 

PUBLIC LEADERSHIP EXPERIENCE
of
Walt Chappell, Ph.D.

For many years, I have accepted leadership responsibilities for various public, church, youth and non-profit organizations.  Some of these positions have been elected and others by appointment.  In each case, the opportunity to serve has been gladly accepted and responsibilities fulfilled. Under my leadership, each organization has grown substantially in members, projects completed and/or donations received.

1)       Elected School Board Member and served as K-12 School District Budget Chairman. 

2)         Chosen to be a candidate for election to the
      Kansas House of Representatives.

3)       Helped write and pass education, health, law enforcement and energy legislation in 5 States and the US Congress.

4)       Working at the State and National level to help improve K-12 and Post-Secondary education plus lower the cost of health and welfare services.

5)       Formed and coordinated Citizens for Equal Law Enforcement to end Racial Profiling in Kansas.

6)       Received the Chester I. Lewis Distinguished Service Award from the Wichita, KS NAACP

7)       Elected President of the Michigan State University Council of Graduate Students.  Took the organization from 15% to 95% representation of the 8,500 graduate students at MSU in 7 months.

8)       Served on the College of Education Council and MSU Faculty Senate.

9)       Served 9 months on the MSU Presidential Search and Selection Committee with the MSU Board of Trustees.

10)   Served two, 3 year terms on the Wichita, Kansas Global Learning Center--Board of Directors.

11)   Member of the Wichita Area World Trade Council

12)   Selected to serve as Executive Director and on the Peace Through Culture, USA--Board of Directors.

13)   Elected State President of the Colorado Solar Energy Industries Association.  Took the membership from 10% to 90% of the manufacturers and marketing organizations with combined annual sales of $2 billion.

14)   Have helped host delegations from China, Korea, Africa, India and Russia to the USA.

15)   Organized business, judicial, educational and cultural exchange groups between America and Russia.

16)   Helped organize and implement an International Peace and Sustainable Development Conference in Costa Rica for 700 participants and leaders from 60 nations.

17)   Helped write and negotiate the Food Security, Sustainable Development and Third World Debt Reduction Treaties at the Earth Summit in Rio de Janeiro, Brazil.

18)   Founder and Coordinator of the 12 County, S.E. Kansas Poultry Industry Task Force to create 1,000 new jobs and $90 million in annual revenue plus add value to crops grown on 260,000 acres.

19)   Consultant to the Government of India to help transfer modern technology to Indian manufacturing firms.

20)   Elected to serve on the Colorado Solar Energy Association--Board of Directors.

21)   Elected to serve on the Kansas Organic Growers Association--Board of Directors.

22)   Selected to serve on the Farm Advocate Network--Board of Directors.  Organized practical workshops for rural economic development and ways to add value to crops and food products.

23)   Public speaker to Civic and Professional organizations on a wide variety of topics.

24)   Elected PTA President.  Got parents to volunteer to serve in classrooms and provide funds for each teacher.

25)   Organized an international Pen-Pal program between school kids in America and Russia.

26)   Organized Community Action Now to help farmers and rural businesses during the 1980's farm economic crisis.

27)   Elected Delegate to the Kansas Governor's Conference on Libraries and Information Systems.

28)   Church Youth Leader.  Built youth group from 6 to 35 dynamic kids who then made presentations to churches State-wide.

29)   Inter-faith Ministries Summer Camp Director for Inner-city, 10-14 year old youth from Los Angeles, CA.

30)   Earned Eagle, Silver plus God & Country Boy Scout awards.

31)   Served as Cub Scout, Boy Scout and Explorer Scout Leader.

32)   Chosen to serve on the Kansas University Model United Nations Steering Committee as Asian Coordinator.

33)   Elected Hi-Y President and chosen to attend a 6 State Youth Leadership Conference in Estes Park, Colorado.

34)   Chosen to attend Boy's State and was candidate for Governor.

35)   Youth Soccer, Coach and Referee.

HOBBIES:  Cycling, swimming, hiking, folk music, guitar, gardening and watching sunsets.
